A two-time junior college All-American at Blinn Junior College, Smierciak continued his success as a Ram, winning two Lone Star Conference championships in the javelin. He led the Angelo State to two top three NCAA team finishes, earning third-place in 1988 and second-place in 1989. During the 1988 NCAA Division II National Championship hosted by Angelo State, Smierciak tossed a mark of 233-3, earning the national title in the event while setting a new meet and all-time NCAA Division II record. During the 1989 season, he led the Rams to a Lone Star Conference Championship before going on to win his second NCAA Division II title in the javelin. He was also named the Oscar Stahan Award winner for Outstanding Male Field Athlete. During his time as a Ram, if an athlete won at the Division II level and hit the DI standard, they could compete at the Division I National Championships, something Smierciak did both seasons.
